The treaty on plant genetic resources held its governing body meeting earlier this month with new initiatives to bring financial sustainability to the treaty, in particular to study the possibility of a subscription system to access the treaty’s plant genetic materials. World Health Organization members and stakeholders were invited to provide comments this month on the organisation’s framework to spur preparedness for future influenza pandemics and ensure treatments will reach developing countries. The framework is expected to undergo a review in 2016. The advisory group to the initiative also went through issues such as contributions by manufacturers, and how to deal with genetic sequence data.
At the recent TEDx CERN event, Intellectual Property Watch caught up with bioethicist and legal philosopher Matthew Liao, to reflect on challenging moral questions raised by new advances in computing and neuroscience allowing for the manipulation of human thoughts and memories. Liao reflected on whether we should use drugs and technology to erase traumatic memories, and if individuals have a moral obligation to themselves to remember certain events.
Near dawn today, World Intellectual Property Organization members agreed to continue working in committee toward an international agreement or agreements on the protection of traditional knowledge, genetic resources and folklore, rescuing the committee for another two years. Members also agreed to hold a final treaty negotiation on a design law treaty in early 2017, but left differences on inclusion of disclosure of origin to later.

Discussions on the future of the World Intellectual Property Organization committee on traditional knowledge and genetic resources are heating up as some developed countries seek to delay normative work for the next biennium and favour information sessions, and developing countries are eager to go back to discussion on actual treaty texts.
Ecuador is preparing a new intellectual property policy that aims to better suit the country's strategic development. On the occasion of the World Intellectual Property Organization General Assembly, Hernán Núñez Rocha, head of the Ecuadorian IP office sat with Intellectual Property Watch to talk about the country's work on the IP policy and its use of IP as a tool for local development.
