A committee of the United Nations General Assembly this week adopted a resolution highlighting the importance of - and setting out member state tasks for - growing science and technology, including expansion of intellectual property rights and innovation tailored to countries' development strategies.
NEW DELHI -- Few topics in the global health agenda are as contentious as access to affordable medicines and medical care, and expectedly, divergent views permeated the discussions at a high-level conference in New Delhi, India last week. But if there is one thing that the three-day meet made amply clear, it was this: access to affordable healthcare has emerged as a global problem, and an emerging coalition of the like-minded, cutting across the developed and developing countries, is determined to have their voices heard in international policy circles on the issue.
World Health Organization member states’ first reactions to the secretariat-proposed draft work programme for the next five years were mixed this morning. Although many praised the effort and the vision of the programme of work, in particular its alignment with the United Nations Sustainable Development Goals, a number of countries found the programme ambitious without the needed financial backing, and sometimes straying from the core function of the organisation.
The International Union for the Protection of New Varieties of Plants (UPOV) met a few days ago and took a number of decisions, such as approving its budget for the 2018/2019 biennium, adopting a document describing the union's contribution to the United Nations Sustainable Development Goals, and the extension of the appointment of its vice secretary general. Civil society, however, has issues with UPOV's take on its contributions to the SDGs. They also reiterated their request that farmers be included in UPOV's decisionmaking.
The new leadership of the World Health Organization today issued its draft new programme of work for the next five years. The programme depicts new orientations for the global health actor, starting with the alignment of the programme with the United Nations Sustainable Development Goals and universal health coverage. The organisation also commits to help establish policies promoting access to health products, including generic medicines, innovation, and fair pricing. The WHO is set to help address innovation barriers, and to step up its global leadership, but asks that its members actually fully finance the budget that they approve.
The United Nations Conference on Trade and Development (UNCTAD) this month gathered a wide range of key stakeholders to have a frank discussion about how to solve rising global resistance to existing antibiotics. While not a negotiation, stakeholders in the expert group opened up and shared perspectives, leading to some informal conclusions. After an intense 10 days of negotiations, World Intellectual Property Organization delegates this week managed to close all items of the organisation's annual General Assemblies, with major decisions taken, such as the approval of the 2018/2019 budget, and a new mandate and work programme for the committee on the protection of genetic resources and traditional knowledge. However the inability to decide at the ambassador level which countries would host new WIPO field offices, and on the convening of a high-level negotiation to conclude a treaty on industrial designs, led to some teeth grinding.
The World Intellectual Property Organization will increase the retirement age to 65 for all workers starting in 2020, one year earlier than it had proposed but still a delay aimed at freeing up some job posts through earlier retirements.
Among the hot issues at this year's annual World Intellectual Property Organization Assemblies is a proposal by WIPO to delay compliance with a United Nations-wide mandate to raise retirement age from 62 to 65 for those who started employment before 2014, supposed to go into effect on 1 January. WIPO's proposal to wait 3 years to raise the age for those who joined the organisation is intended to open up dozens of posts that can then be filled with workers holding other skills deemed more needed as the global IP system has changed.
