COPENHAGEN – A new draft climate change text on development and transfer of technology, obtained by Intellectual Property Watch, was issued and under discussion at COP15 this afternoon.

This draft text is based on “non-paper 47,” issued at the Barcelona preparatory meeting in November. For discussions at the meeting on this draft see (IPW, Environment, 9 December 2009). Both developing and developed countries took issue with the draft text during yesterday’s discussions, according to a source.
In the new draft, three options on intellectual property are listed in paragraph 12 (page 3), and options to address IP rights are presented in Annex VII. Developing countries want to ensure that the language on IP is included in the main body of the text.
